discretionary Referecnes

Hi! A friend of mine si applyign soon wants to know if the the applciation reviewers reach out to your references when reviewing your application. He si applyign discretionary and One of his references is abroad and he's concerned if that would make it difficult to connect with them fi needed. He has another reference eh can use, but apparently the one abroad knows him better. 

 

Anyone ahd any experience with this? And know if being able to connect with the reference later would be an issue?

They might reach out to references if the application and comments are vague. Perhaps notifying applications that the references may be abroad would be helpful.
