Are waitlists rankings based on application strength?

Hi Everyone, 

I applied to Uvic last cycle as a discretionary applicant. When I received a response I was waitlisted, rank #2. I have been working in a corporate job for the last year and have not made any material improvements to my application (beyond the work experience). I have prepared my application for this cycle but not sure if it would be worth it to reapply with what is effectively the same application. Can anyone tell me if the fact that I was ranked #2 on the discretionary waitlist is any sort of indication that my application was more strongly considered than a lower waitlist ranking, or if it is simply due to application submission timing. My stats are significantly below what I see being accepted in the forum for both the regular and discretionary category, and I am leaning towards not submitting an application until I have upgraded my stats. Any help is appreciated, thanks! 

 

LSAT: 165 

GPA: 3.0

L2: 3.2

It's still early in the cycle so I reckon the ones admitted around this time are usually on the higher side
