Does UofT provide special considerations for STEM, Ivey HBA, or Queens Commerce students?

U of T does not provide special consideration for your degree. They do however state that they take into consideration the "nature of your program" when deciding on your application. Whether or not this translates to what I presume you're asking (can my degree in engineering/commerce etc., make up for a lower cGPA and LSAT?) is a matter of controversy, but the answer is likely no.

My question pertains to two candidates with the same stats: one graduating from Ivey HBA and the other from TMU Econ. Would they be considered equally?

Difficult to determine since it's so subjective. I'd recommend OP messaging the person that started this thread if they want a better answer than the pure speculation/grapevine bullshit either of us could conjure up (assuming your weren't directly involved in admissions):
