It's a few days late, but fwiw I just wanted to pipe up on this. I think that the only bar connected to Quebec residency is likely whether your French is sufficient. Aside from that, I doubt that residency will play any role in your application. Here is a screen capture from the McGill admissions page:

They had a causal reasoning flaw xD I would assume more Quebec residents know French and as a result, the class would contain more Quebec residents. But thats just an assumption.
