Why does my application status still say “still to be considered”

That is because you have provisionally accepted elsewhere, however you have checked the boxes on OLSAS saying that you still want to be considered for admission at Windsor law.

Oh okay so will it ever update to refereed to adcomm for me? Or is it going to stay this way?

It will say referred to adcomm when they have referred you. Mine said still to be considered until 2 days ago where it was changed to referred to adcomm
