The Ministry of Finance plays a key role in establishing, implementing and reviewing government’s economic, fiscal and taxation policies.  The Policy & Legislation Division provides policy analysis and advice to the Minister of Finance, Cabinet, the Deputy Minister of Finance, and other senior government officials.  The Division is responsible for tax policy, financial & corporate sector policy, and intergovernmental fiscal policies, and directs the implementation of related government decisions through development and preparation of legislation. 

The Tax Policy (TP) Branch within the Tax Policy, Property Assessment Services and Intergovernmental Fiscal Relations department provides tax policy analysis, advice and recommendations to the Minister of Finance.  The branch is responsible for provincial tax policy issues in BC, including taxes on income, consumption, and wealth.  Responsible for maintaining the provincial tax base, which accounts for almost half of all government revenues, the unit plays a key role in the budget process. The branch reviews issues, provides advice and recommendations to the Minister, assists with preparing budget documents, and implements budget decisions through legislation and regulation. 

The branch also supports the coordination of tax policy with other levels of government and other ministries.  

The Consumption Tax team within the Branch leads policy and legislative work related to the Carbon Tax Act, Motor Fuel Tax Act, Provincial Sales Tax Act, and Tobacco Tax Act. Additionally, the team is responsible for relations with the federal government on cannabis taxation policy and manages the Canada-British Columbia Reciprocal Taxation Agreement.

The Director, Consumption Tax in the Tax Policy Branch is responsible for all aspects of taxation and related measures, including the preparation of tax policy options and the development of legislation.

The Property Tax team within the Branch leads policy and legislative work related to the School Act, Taxation (Rural Area) Act, Home Owner Grant Act, Land Tax Deferment Act and Property Transfer Tax Act.

The Director, Property Tax in the Tax Policy Branch is responsible for all aspects of taxation and related measures, including the preparation of tax policy options and the development of legislation. The Director works closely with the Directors of Housing and Assessment Policy.

The Directors are responsible for providing the best possible advice to government when making tax policy decisions and ensuring those decisions are accurately implemented through legislation, regulations and administrative practices. 

This is accomplished by managing and mentoring a team of Tax Policy Branch staff assigned to the Directors’ assigned taxation statutes and policy responsibilities. The Directors lead staff in carrying out policy analysis, making recommendations, undertaking consultations with stakeholders, drafting legislation and writing correspondence.

The Directors independently exercise leadership, judgement and initiative, brief senior executives and elected officials, and represent the Province as required.
