Can you submit your application on OLSAS before your referees submit their letters?

Sorry if this is obvious!! But if you have your referees added, but they haven't submitted their letters yet, if you pay and submit your application on OLSAS can they still submit their letters? or do they need to be received on OLSAS before you pay and submit?

You don’t need to wait for your references.

There’s no benefit to applying early, though, so it might be better just to wait until your application is complete before submitting it. That way you can make any changes if anything unexpected happens.
