Many firms have a high hire back rate. So does that mean if a firm hires 10 2L students, and usually hires 10 articling students, and they hire back all 10 2Ls they won’t participate in the articling recruit? 

so should we assume most big law articling jobs will be filled by their existing summer students?

Some firms state that they do the articling recruit only if their summer students turn them down. 

But even ignoring that the articling recruit doesn't have very many biglaw options. Looking at the UV list you can see how sparse the options are.

Some people clerk in lieu of articling (BC just implemented this) so a firm might hire more students to make up for any shortfall.
