Final Transcripts Missing

This might be a stupid question, but does anyone know if schools will look at your application and/or give you a conditional acceptance if you don't have your final transcripts submitted? I am waiting on USask and UAlberta, but I have not submitted my final transcripts as I am finishing my master's this semester.

I am in my last semester of undergrad and was accepted to UA without having submitted my final transcript. As far as i can tell theres no indication that it is conditional but of course i/we will have to submit our final transcripts once they're available. 

In your situation with the masters i would assume they would consider it even without the final transcript given that the masters isn't a requirement to apply but I could be wrong so someone can correct me if they have more accurate information.
