Most big firms will send offers early in summer. They will also straight up tell everyone from Day 1 not to worry, you have to burn down the firm not to get a return offer. And if you were ever at risk, one would expect any reputable firm to give you a head's up early enough in summer so you could pursue other options. That said, it's your career and you it's up to your risk tolerance whether you might still apply "just in case" if you haven't received a firm offer by the application deadline.

While I agree with @Turtles for 2L summer students getting articling offers early, there are many large-sized Bay street firms that will wait until the very end of the summer to extend 2L offers. That being said, it would be a shock if you weren't invited back for another summer.
