Would working as an administrative assistant somewhere that isn't a law firm or related to the legal industry in any way, still count as relevant experience when writing about it in a PS?

It is relevant if it relates to your statements narrative. Don't shoehorn anything in but if you can find a way to highlight your experience that fits in the story you're telling with your PS then go for it.
