Some background: applied and got in to UofT during round 1 last year with the above stats (softs should be solid: mature applicant with master's degree and lots of work experience). For some personal and professional reasons, ended up declining the offer and reapplying this cycle. Feeling a bit disappointed/worried that I did not get in during round 1 this time around. I updated my PS to explain my reasons for waiting another year, but now I wonder if my explanation wasn't sufficient. Do I have a good shot at getting in during R2 or R3? Does being a reapplicant in this case somehow hurt me?

No idea whether being a reapplicant hurts you, but I would guess no. You have very strong stats, I'm sure you're fine
