Is this a specialization one can take during their JD study? I'm fairly confused.

Some schools offer what I think you're asking about, for example Osgoode: https://www.osgoode.yorku.ca/programs/juris-doctor/jd-academic-program/clinical-and-intensive-programs/immigration-refugee-law-intensive/

Other schools will at least offer courses in immigration/refugee law, and there's usually a student group that will deal with refugee &/or immigration law (see CARL at uOttawa). There's also a moot for immigration and refugee law. I'm not sure how much benefit you get from an on-paper specialization vs being able to network, show your interest, get some perspective on what practicing would be like, and participating in stuff like the moot. The latter would probably open more doors if you wanted to practice in that area.
