LLM in Tax or M.Tax in Quebec

Hi there, I am considering HEC's LLM in Taxation and Sherbrooke's Master of Tax and was wondering which program is stronger. 

 

Also, I am bilingual, but my preferred language is English. Can I submit my assignments in English?

When I attended French university in Québec, I was permitted by a professor (in an undergrad course) and a department (in a graduate program) to submit essays in English. In the latter case I was told that this was mainly because the primary language of my research was English. In the former case the prof said she was able to read English and didn't mind. However, I don't know what kinds of university policies there were, nor what the law required at the time. 

And it was a long time ago. I'm told that nowadays, it's harder to get this permission. Also, Bill 96, modifying the Charte de la langue française, in particular articles 58-61, look as though they might make this much more difficult, depending on how the new provisions are applied by universities and through regulation. For example, the last paragraph of art. 58 adds this language to the Charte:  « 88.0.13. Un établissement d’enseignement universitaire francophone doit veiller à ce que l’enseignement offert en français ne soit pas donné dans une autre langue. ». 

Teaching includes assigning and evaluating student work. Will this be applied in a way that requires work to be submitted in French only? The tone and other content of the Bill tells me that we at least can't rule that out, so for now I'd assume that you'll be required to do your work entirely in French, just to err on the side of caution.

I can't say whether HEC's or Sherbrooke's program is stronger, other that to note that HEC is a more highly reputed school (though Sherbrooke is also excellent).
