Do people get refused or placed on the waitlist early on?

Out of curiosity, if one was to get a notification around December-January, is it more likely to be an acceptance (based on what has happened in previous cycles)? Do people who get accepted hear first, and then others get rejected or placed on the waitlist later on? Or does it kind of all happen at once? 

I guess it's not too important, and I'm well aware I might not hear back for months and months, but I want to be mentally prepared if I am lucky enough to hear in the next month or so... Should a notification saying that a decision has been made be a good sign, or is it equally likely to be a rejection/waitlist? thx!:)

From what I know, acceptances begin in December and waitlists/rejections are only sent out months into 2022. So, if you get a notification that a decision has been made now or soon, it's positive
