Do you need to accept the offer to get a scholarship?

I'm trying to decide which school to go to, and a scholarship would tilt the scales significantly. Does Dal only send out scholarships to those who have already accepted and paid the $500 dollar fee, or would they notify people who they have sent out offers to but have yet to accept or reject the offer?
