Good Character Requirement Question

Starting this with a disclaimer that I have no concerns about having to answer yes to any GCR questions. I’m purely asking this out of curiosity, as I’m a law student and lots of profs have mentioned the GCR without much detail. 
 

How do law societies verify self-reported answers on a GCR form? Is it an honour system and the society trusts that the fear of repercussions from falsifying information should deter applicants from doing so? Or, by applying for a license, are you consenting to a police check, background check etc.? I can’t seem to find specifics and I’m curious as to how the process works.

The Ontario application requires the applicant to authorize the law society to make investigations, inquiries, or to request more information. An investigation could be triggered by a “yes” answer or information from another source. It’s left a bit (intentionally) vague. 

When in doubt - disclose.
